We have examined Scott  County, Mississippi's (the  County) compliance with establishing and maintaining a  central purchasing system and  inventory control system in  accordance with Sections  31-7-101 through 31-7-127,  Miss. Code Ann. (1972) and  compliance with the purchasing requirements in accordance with bid requirements of  Section 31-7-13, Miss. Code.  Ann. (1972) during the year  ended September 30, 2017.   The Board of Supervisors of  Scott County, Mississippi is  responsible for the County's  compliance with those requirements.  Our responsibility is to  express an opinion on the  County's compliance based on  our examination.

Our examination was conducted in accordance with attestation standards established by  the American Institute of Certified Public Accountants and,  accordingly, included examining, on a test basis, evidence  about the County's compliance  with those requirements and  performing such other procedures as we considered necessary in the circumstances.   We believe our examination  provides a reasonable basis  for our opinion.  Our examination does not provide a legal  determination on the County's  compliance with specified requirements.  The Board of  Supervisors of Scott County,  Mississippi, has established  centralized purchasing for all  funds of the County and has  established an inventory control system.  The objective of  the central purchasing system  is to provide reasonable, but  not absolute, assurance that  purchases are executed in  accordance with state law.
 
Because of inherent limitations  in any central purchasing system and inventory control system, errors or irregularities  may occur and not be detected.  Also, projection of any  current evaluation of the system to future periods is subject  to the risk that procedures may  become inadequate because  of changes in conditions or  that the degree of compliance  with the procedures may deteriorate. 

In our opinion, Scott County,  Mississippi, complied, in all  material reports, with state  laws governing central purchasing, inventory and bid requirements for the year ended  September 30, 2017.

The accompanying schedules  of (1) Purchases Not Made  from the Lowest Bidder, (2)  Emergency Purchases and (3)  Purchases Made Noncompetitively from a Sole Source are  presented in accordance with  Section 31-7-115, Miss. Code  Ann. (1972).  The information  contained on these schedules  has been subjected to procedures performed in connection  with our aforementioned examination and, in our opinion,  is fairly presented in relation to  that examination.

This report is intended for use  in evaluating Scott County,  Mississippi's compliance with  the aforementioned requirements, and is not intended to  be and should not be relied  upon for any other purpose.   However, this report is a matter of public record and its distribution is not limited.

WHEREAS, Wells Fargo  Bank, N.A. has heretofore substituted Shapiro & Brown, LLC  as Trustee by instrument dated March 28, 2019 and recorded in the aforesaid Chancery  Clerk's Office in Book 927 at  Page 369; and
WHEREAS, default having  been made in the terms and  conditions of said deed of trust  and the entire debt secured  thereby having been declared  to be due and payable in accordance with the terms of  said deed of trust, Wells Fargo  Bank, N.A., the legal holder of  said indebtedness, having requested the undersigned Substituted Trustee to execute the  trust and sell said land and  property in accordance with  the terms of said deed of trust  and for the purpose of raising  the sums due thereunder, together with attorney's fees,  trustee's fees and expense of  sale.
NOW, THEREFORE, I, Shapiro & Brown, LLC, Substituted  Trustee in said deed of trust,  will on June 26, 2019 offer for  sale at public outcry and sell  within legal hours (being between the hours of 11:00 a.m.  and 4:00 p.m.), at the South  Door of the County Courthouse of Scott County, located  at 100 East Main Street, Forest, MS 39074, to the highest  and best bidder for cash  or  certified funds the following  described property situated in  Scott County, State of Mississippi, to-wit:
Lot Three (3), Block Two (2),  of the Carroll Subdivision to  the City of Forest, Mississippi,  according to the office survey  of plat on file in the office of  the Chancery Clerk of Scott  County, at Forest Mississippi,  reference to said plat which is  hereby made in aid of and is  part of this description.
I WILL CONVEY only such title  as vested in me as Substituted  Trustee.
