FINAL REPORT OF THE GRAND JURY
NOVEMBER 2019 SESSION
TO: THE HONORABLE CIRCUIT COURT OF SCOTT COUNTY, MISSISSIPPI
Having been duly sworn, empaneled and charged on December 7, 2018, and having reconvened on November 25, 2019, we commenced our deliberations and having now been in continuous session for a period of 1 day, we submit this as our final report.
All matters having come to our attention have been investigated, and in so doing we have considered 31 cases, examined 46 witnesses, returned into the Court 23 True Bills of Indictment, 4 no-bill(s), 4 case(s) have been remanded to Justice Court or Municipal Court for further proceedings and 0 cases have been continued for further investigation.
We have inspected the County Courthouse and the County Jail, and we have inquired as to the treatment of prisoners. We find that jail conditions are adequate and that prisoner treatment is satisfactory. As to the courthouse and jail, we make the following recommendations:
Jail: excessive water on floor, needs more dispatchers, holding cell not large enough and no privacy in the shower areas.
Courthouse: General cleanliness , may need more janitors, fresh paint in the corridor hall areas, to many entrances causing safety concerns for the courthouse, metal detectors don't work.
We further find that the County Courthouse and the County Jail are being satisfactorily maintained.
We highly commend Judge Mark S. Duncan for an excellent charge to this Grand Jury. We express to him and to the office of the Circuit Clerk our appreciation for the efficient operation of Court.
We express our commendation to Sheriff Mike Lee and the other law enforcement officers of our County for the manner in which they have performed their duties.
We also sincerely thank our bailiffs for their assistance to us during our deliberations.
